City Council Election

2020 is an election year for the Halstad City Council.  If you are interested in running for a seat on the council, a great first step is visiting with a prior volunteer or one of the current members.  Interested candidates may file with the city clerk from July 28, 2020 until August 11, 2020 at 5 PM.  To file, complete the Affidavit of Candidacy and submit with the $2.00 filing fee.

Mayor – 2 year term
Clerk/Treasurer – to fill unexpired term ending 12/31/2022
Council Member – to fill unexpired term ending 12/31/2022
Council Member –  4 year term
Council Member – 4 year term


Mail Ballot Procedures

Beginning in 2020, voters in the City of Halstad in Norman County will vote entirely by mail in statewide elections as authorized by the city under MN Statutes 204B.45.

For 2020 statewide elections, the election dates and the corresponding dates that ballots will be mailed to all registered voters in mail ballot precincts are:

Statewide Primary Election: August 11, 2020
Ballot Mailing Dates: June 26 – July 28, 2020
Statewide General Election: November 03, 2020
Ballot Mailing Dates: September 18 – October 20, 2020

Each voter registered by July 22, 2020 for the Statewide Primary Election, and/or October 14, 2020 for the Statewide General Election will be mailed a ballot automatically.  Click HERE to get registered or to check your registration information.

    2020 City of Halstad Ballot Question

    Halstad City Council is Asking Voters to Decide

    Should the city’s Clerk/Treasurer be elected or appointed by city council (Optional Plan A).  Currently the combined position is elected by voters every four years.  Halstad is one of only 95 small cities statewide still using the Standard Plan dating since before 1970.

    What is Plan A? The Plan A form of government allows the city council to appoint a person as the Clerk/Treasurer.  Essentially, it separates the Clerk/Treasurer’s position from being an elected, voting member of the City Council.  That position is instead filled by a council member at-large, keeping the council size the same.

    What is the benefit to Halstad?   Plan A allows the city to select a trained and experienced person who can perform the complex duties of the clerk and treasurer effectively while allowing for stability and continuity within the city government.

    If adopted by the voters, the change would transition gradually over the remaining term of the elected Clerk/Treasurer, ending by December 31, 2022.
